i don't think lcr module has ever had lcr_devel.xml. lcr module is not exporting any functions to other modules.

Your commit is for 1.5 branch. I understand that doc info present in "devel" setcion is not the same as in "1.5.x" section: http://kamailio.org/docs/modules/devel/lcr.html
