That's not necessary, the rcp interface was only used to reload the data from the database and kamailio version has this too.

if some ser user has a management system that updates lcr db tables and then makes rpc call to reload them into memory, then that application would stop working.

That's the only thing, imho, that needs to be changed.
as i mailed based on daniel's responce, there is nothing wrong with db init in current k lcr module.
