I pushed the commit 785326c to allow 183 without contact. An 183 creates an early session, can be followed by PRACK, which needs the contact, I am not sure now if it is mandatory, but I have seen 183 without contact, so it should be fine to accept it without contact. It will be backported till the next point release.
