It seems it requires libssl 1.1.1:
- https://www.openssl.org/docs/man1.1.1/man3/OPENSSL_fork_child.html
The ifdef is for 1.1.0, so I guess old variant has to be kept for 1.1.0 and the new one for >=1.1.1
