This should probably go into `/usr/lib/tmpfiles.d/kamailio.conf`. rtpproxy does this:
```
/cat /usr/lib/tmpfiles.d/rtpproxy.conf
d /var/run/rtpproxy 0755 rtpproxy rtpproxy
```
