Tried to replace rtpengine_manage() with appropriate rtpengine_offer(), rtpengine_answer(), ...etc and it works. It seems rtpengine_manage() is sending delete command, considering execution in route_type FAILURE_ROUTE, could it be a side effect from GH #676 ?
