The modules cannot function properly if the data is not loaded from the database. It may be a case of adding some workarounds on a per module basis, but not for all, or at least not in a easy way. The connection at startup is mainly used to load the records in memory and then operate only with memory structure. For example mtree or dispatcher have no reason to be used if the records cannot be loaded.
