Pre-Submission Checklist

Commit message has the format required by CONTRIBUTING guide
Commits are split per component (core, individual modules, libs, utils, ...)
Each component has a single commit (if not, squash them into one commit)
No commits to README files for modules (changes must be done to docbook files
in doc/ subfolder, the README file is autogenerated)

Description

By default when doing dns failover the tm module will try next ips only when receiving 503 code or no response.
the new failover_reply_codes provides a way to try next ip when receiving specific codes or class code.
for example try next ip even if the previous one returned 408
