[sr-dev] Re: [kamailio/kamailio] Build for el9 without legacy geoip (PR #3886)

I didn't squash the two commits to the same file as the first is introducing optional behavior and the second is just for changing the default behavior - so I thought it makes sense to see them separately, in case you want to drop the second one. If you prefer that I squash these - just let me know. This PR is for the main branch.
