Pre-Submission Checklist

• Commit message has the format required by CONTRIBUTING guide
• Commits are split per component (core, individual modules, libs, utils, ...)

  in doc/ subfolder, the README file is autogenerated)

Description

For packaging, add support for the RHEL rebuilders: almalinux and rocky.
Reusing the files in pkg/kamailio/centos for both almalinux and rocky — this can
probably be duplicated when CentOS goes away.
