The client can take several minutes to notice (it seems to take between 3
minutes and 7 minutes depending on the OS) that a TCP connection has died.
This leaves a substantial window that requests to the client are
undeliverable.
Re-routing in-dialog requests when the flow fails solves this problem.

By enabling the route-set to change you can
failover to another flow
within dialog. This gives you protection against sessions terminating
because the connection between the client and one of the edge proxies
dies.
If you cannot change the route-set and one of
your connections to the
edge proxy fails you will never be able to route another request on that
dialog.
yes you can if the edge proxy is still alive and client establishes a
new connection to it (as it according to outbound rfc should do).
