The client can take several minutes to notice (it seems to take between 3
minutes and 7 minutes depending on the OS) that a TCP connection has died.
This leaves a substantial window that requests to the client are
undeliverable.
Re-routing in-dialog requests when the flow fails solves this problem.

yes you can if the edge proxy is still alive and client establishes a
new connection to it (as it according to outbound rfc should do).
