modules/carrierroute Fixed a bug that caused prefixes in the form of '+0040' to crash kamailio 1.3 (in some cases, reproductible if prefix is in the form of '+++++++++++++++' or longer).

Just a small addition, this only applies to invalid provisioned content in the database, so there is no way to trigger this by the processing of SIP messages.
