modules_k/rls: New modparam to disable remote (to a domain that is not local) back-end SUBSCRIBEs

- RLS and presence put heavy loads on servers and networks - especially interconnects between networks. - Using this modparam disables federation with non-local domains and prevents RLS sending back-end SUBSCRIBEs to remote destinations.
