I implemented a separate patch for showing the in-memory dial plan and I can verify that using RPC dialplan.reload does not reload the dialplan always. I haven't spotted which cases it goes wrong, but a restart loads the latest from database (mysql or dbtext) and reload does not.

I find this pretty important.
