send_fast_notify = 0 is not being honored on in-dialog SUBSCRIBE (RESUBSCRIBE). is that by
design ?

Hello,
I haven't developed that feature, so I am not fully aware of its purpose.
If you think it has to be also for re-SUBSCRIBE, you can make a patch
for it and we can review it.
