I tried ekiga, brujula, and couple other services on my internet
yesterday. None worked. Same problem - REGISTER is OK but can't make
calls. Then after searching google again, I found that my ISP (Rogers
Cable) is dropping/blocking the INVITE messages. That's why I was able
to register and not make any calls. Then I found on the internet about
a workaround, which is to not use 5060 port. So, I just tried that. To
my surprise, Any port other than 5060 just works! It beats me really.

First of all, add some log or xlog statements to your config and check
/var/log/messages to see where the INVITE ends up in your config (add at
least a log line at the beginning). SER probably kicks at something in the
config. Also, make sure that you get ALL port 5060 traffic, both incoming
and outgoing.
At first glance I don't see anything wrong with your ser.cfg, so I need
more info.

messages do get to SER and the client recieves the 200 OK and all
