[Serusers] More serweb login questions

I recently reinstalled serweb from cvs onto my ser 0.8.12 system. I think I have addressed all the parameter changes yet neither the admin nor user login works. When entering a valid username and password and pressing enter the login screen is redisplayed. The domain name is correct in config.php.
