If all works fine, then I will backport.
Impressions from 45m of testing is that the patch appears to work. OPTIONS flooding went away, OPTIONS are send at specified interval ka_interval after the initial ka_timer timeout. Severed connections are detected and dialogs are removed.
But tomorrow I'll do some more tests.
