30 seconds is default timeout for ISDN signaling. If ISDN gateway sends SETUP but not receive CONNECT during this timeout it disconnect call.
So I think that problem in signaling path: -- GW don't receive ISDN message from POTS -- or SIP ACK routed incorrectly and GW don't receive it
