as the ngrep shows, the request is sent to the address where the asterisk should be present - if the asterisk is really listening on the correct IP and port, try to use ngrep also on the target machine to see if the msg arrives. also check for ip rules / firewalls. Use netstat to se if asterisk is really listening on the port you expect.
