For some reason it doesn't meet my requirement.
Am able to change request uri with To header values as follows:
avp_pushto("$ruri/username", "$tU");
avp_pushto("$ruri/domain","$td");
avp_delete("*");
Then doing a lookup("location")
It is working fine.

I have situation where I need to change the request uri with To
header value.
Scenario:
OpenServ will receive INVITE as follows
INVITE sip:2000@open-ser-ip SIP/2.0.
To: "2000"<sip:2000@sip.mydomain.comUsers@lists.kamailio.org <mailto:Users@lists.kamailio.org>
and will do a lookup location.
