Have changed the kamctl from
if [ $? -eq 0 ] ; then minfo "user '$1' already exists" exit 1 fi
to
if [ $? -ne 0 ] ; then minfo "user '$1' already exists" exit 1 fi
Now I can add user successfully.
Seems it's a bug in the script in kamailio 3.0.2

I have no idea.
Try supplying a domain too:
kamctl add user@yourdomain.com passwd

I find the script below returns "false" which makes the kamctl exit.

between your kamctl command and the error message (user '2000' already exists) is an error produced by the tail command.
Looks like kamctl uses tail in a way which is not supported on your OS.
