Remove /usr/local/lib/ser, /usr/local/share/doc/ser, /usr/local/sbin/{ser,serctl,ser_mysql.sh,gen_ha1} and re-install.

Do I need to download again the tar file and compile it to upgrade?

You can get directly the binary distribuiton, but in general it's better to get the source one and recompile.

I'm using RH 9. Is there a rpm available for RH 9?

Yes, ftp://ftp.berlios.de/pub/ser/0.8.11/packages/redhat/9/. (better than using ser-0.8.12_linux_i386.tar.gz)
