I think, apart from onsip.org, you can check the OpenSer docs page ... not all the options there will work for SER also, but most will do.

What are you looking for? A language reference?  The best you can get is the admin manual at iptel.org and then read the README files for each module.  If your looking for an intro to ser.cfg programming, the Getting Started guide at http://onsip.org/ is a good starting point.
