Actually I had no idea...kamailio with listen=0.0.0.0 starts listening
on an interface after I bring it up even if it was down at kamailio
startup. That's pretty smart :)

kamailio.cfg and make kamailio start listening on that IP without
restarting the server?

I'm afraid this is not possible on-the-fly-- service restart is required.
