You need a custom TCL script that handle the calls in the voip leg and query the radius server for authentication and authorization of the caller. Then the radius response with a SessionTimer value for this call, the TCL script cant be able to read the SessionTimer value and with this start a timer after wich the call is droped. Note that in voip leg answered applications cannot play messages in the leg.

Yes, it can.
Session-Timeout attribute coming from RADIUS message.
I am not sure that it would be sufficient. Most likely that you will have to write custom TCL application to do that. Alternatively, you can buy some pre-made scripts from number of vendors, including Porta (see http://store.portaone.com).
