[Users] Capacity management and call numbler limitation per gateway

Hello all ! I would like to know if it is possible to manage remote gateways capacity, for instance, I want to send only 30 calls to a given gateway, and then forward the others to the next one. I think I can handle some messages with the sl module, but I am not sure how I should do that.
