Turn debugging on in the database (
http://www.kamailio.org/docs/modules/devel/modules/mohqueue.html#mohqueues.…)
and take a look at the logs. They should help to reveal what is happening.

It looks like you haven't correctly setup and
configured the rtpproxy
feature which mohqueue relies on. See
