The only real solution to guarantee call control is to use a B2BUA as
ser is 100% unaware of call status. Ser only maintains transaction
state, not call state.
If your SIP UAs support the Session-Expires header then they will
automatically send re-INIVITES which will disconnect the call and send
a BYE message to SER in the event of a failure.
