Also, I noticed that when adding $ru=$ru + ";transport=tcp", tcp does get
appended to $ru, it just refuses to send over TCP connection.

it off or on:

Otherwise, for experimentation's sake, try mhomed=0 and force the
outgoing listener explicitly:
