Kamailio has a UAC module that can synthesise such requests, but they still have to be triggered somehow. Kamailio cannot endogenously and asynchronously generate them.
Maybe a timer-route could be used to trigger it periodically.

In any case, it is not a good idea if you can avoid it; that's not really what Kamailio is for.
