I am currently using carrierroute on 3.0.x for outbound load balancing. Dispatcher is also available on 3.0.x.

Kamailio 3.1 dispatcher module has support for load balancing based on weight or call load. See the doc:

There are other load balancing algorithms that can be useful, e.g., round-robin.
