first check that you have the latest jitsi 2.2.  if the problem
persists, complain to jitsi list.

if i remember correctly, i have reported something similar to jitsi
list.  check the archives.  some presence issues they have solved, but
there are still some left.
Roy, also, as a general hint, in such cases attach the ngrep output with the content of such SIP message. It will help to spot if the sip request is ok or not.
