Debian is the main OS used in development, but you can use what flavor of linux you like more. As for hardware requirements, if it is a demo platform, then you will need about 40MB of memory in the default configuration. You can decrease the amount of the memory via -m parameter or recompilation of OpenSER.
The CPU is not a major requirement if you are going to run the openser with just couple of calls per second.
