yes, it builds all packages, even unixodbc and radius modules. If you
want to build packages locally you either install all required libraries
or edit 'control' and 'rules' files from packaging/debian to fit your
needs.

IMO it causes no
harm to have libmysqlcient and ..-dev on the system.
You can use the etch packages from openser.org or install all the
needed library on one server which is used for building the packages.

We are using etch. I believe that the reason we
started using it
was that we needed SATA support for the boot drive.
Didn't realize that I could use "make deb" instead of just
"make".
We are in the process of moving from FreeBSD to Debian and used to
just issue gmake / gmake install. Will take a look at "make deb" to
see if that makes "all the worlds problems go away" :)
