On my system, 0.8.12, they are stored in the "grp" table. As for another ACL just modify the "ACL=" statement in serctl. After you make this change issue the serctl command without any parameters, your ACL should appear at the bottom of the screen. Just remember when you update or replace your SER code the serctl script is over written and you will loose your site specific changes. You might want to make a copy of your version and keep it elsewhere.

Did you use the serctl acl grant <user> <permissions> command to add them for the user in question?
