Hello,
there is a developer guide available at:

It is rather old, but still actual in most of its parts.
For starting a module, maybe it is good to start looking to an existing
one, like sdpops for example. The you can build your own in a similar way.

I understood it's structure of HI2Operations as ASN.1 IRI-HI2, I attached it.
I think i should convert SIP signalling flow to this structure for transmission.
Is it right way that i am doing?
