Perhaps you could use something like this:
if (!lookup("location")) {
lookup("aliases");
};
That means if there is no contact in location table (SIP phone is not
registered, then the server will try to lookup in aliases table. The
aliases table should rewrite the Request-URI to the PSTN gateway.
