Have you really updated the passwords for ser user??
mysql> *UPDATE mysql.user SET Password = OLD_PASSWORD('newpwd')*
-> *WHERE Host = 'some_host' AND User = 'some_user';*
mysql> *FLUSH PRIVILEGES;*
I faced this problem and I solved it using OLD_PASSWORD....
