This indicates that ser can't connect to your SQL database. Make sure that the line below contains the correct access information for your SQL database:
modparam("usrloc", "db_url", "sql://<DB Username>:<DB Password>@<DB IP Address>/ser")
If you followed the instructions for setting up SER+SQL put forth by most of the SER configuration guides that I've seen, this should work:
modparam("usrloc", "db_url", "sql://ser:heslo@localhost/ser")
If you really don't care about having a database backend (you don't need a persistent registration/usrloc, do this:
modparam("usrloc", "db_mode", 0)
If you're just messing around with ser for the first time and don't have a specific application in mind you may want to start without an SQL database backend and configure it later on when you're more familiar with SER's configuration. That's what I did.

It sounds like something in your ser.cfg file is
broken (which will cause ser not to start). Add these lines to your ser.cfg file and try restarting it.
debug=7 fork=no log_stderror=yes
You will then see (via your terminal) whatever
error(s) ser is encountering while attempting to start.
