That's the think ... expensive request processing must be wrapped in transaction processing in your script, otherwise every single retranmission will trigger it all over times again.
It seems to me that the tm module should be reaping the retransmits.
Yes, the it is responsibility of tm code and properly designed script (and properly set up DNS and properly set up blacklisting).
