yes, not use a lot of CPU and not a lot of traffic.If strategy - we use free first of worker (by number of proc id) then undestood why we not using more other.

There is a tcp manager process which dispatches the tcp connections to the least busy tcp worker. If there is not a lot of traffic and the first worker is "free", it will end up handling most of the traffic.
