Yes. download it from berlios via CVS http://developer.berlios.de/cvs/?group_id=480 http://cvs.berlios.de/cgi-bin/viewcvs.cgi/ser/rtpproxy/
Take a look at README. Install it with ./configure ./make ./make install
or use the debian build scripts.
