no, there is no way how to tell SER which information propagate in NOTIFYs and
which not.
I still think that it is problem on your user agent which doesn't
publish/unpublish information correctly. I have seen similar behaviour when
a client was ignoring SIP-Etag returned by presence server in PUBLISH response.
The same SIP-Etag should be used in all consequnt PUBLISHes from that user
agent (see RFC 3903 for details).
