Very likely yes -- dialog is confirmed with the 200ok, but due to missing
ACK, will get a very short lifetime and BYEs are sent.

iirc, if the ACK is not received or not matched
with the dialog, then
the module is doing a 'hard' cleanup in like 1-2 minute of
'unconfirmed dialogs'.
Does that cleanup cycle entail sending BYEs if send_bye is set?
