Thanks. SER_URI is set correctly and doing a netstat -an show process
listening on
localhost:5060.
But after I typed ser_ctl -G version, I saw the flag "USE_FIFO". So I set
USE_FIFO to "True" and now ser_ctl works fine.
But it would still be interesting to know why I get the "connection refused"
when USE_FIFO is set to "false".

Hello, When I try to run the ser_ctl command to
do something like
ser_ctl version or any other command, I get the error
ser_ctl: (111, 'Connection refused'): error
* Try 'ser_ctl -G version | grep SER_URI' and check
whether server URI is set correctly.
* Check whether SER is listening on that address and/or
port (default port is 5060).
