many network/provider addresses are firewalled based on how many times and often the login pages are accessed - blocking ip by ip proved to be quite inefficient...
If you need to download it, then just fetch it from sourceforge:
* http://sourceforge.net/projects/siremis/
Version 1.0 is on SVN and 2.0 is on GIT.
For the wikis (docs) we are looking to mirror/move the content to sf as well, but will take a bit.
