yes, the loose_route() function can be also used on out of dialog requests, as described in the documentation:

https://kamailio.org/docs/modules/5.5.x/modules/rr.html#rr.f.loose_route

It will work as described in RFC 3261, Section 16.12 (like forwarding it to the Route headers if not indicating the local proxy), yes.
