are you using UTF-8 as server character set? If yes, then this problem was
discussed some time ago at:

There is a patch that should solve this issue, i'll try to reproduce the
problem.

i just commited a fix to trunk and 1.3 branch. The UTF-8 charset is now
correctly recognised during the DB setup, this should fix the problem.
