That's a user agent issue. If you dial just 1004, your user agent is
responsible for adding sip: and @domain.com to the URI before
sending it to the proxy.
The proxy must always get the full uri of form sip:<username>@domain
Check the SIP message dumps to see how does the Request-URI in messages look
like.
